Venezuela, Vietnam news agencies sign accord
Caracas (VNA)- Venezuelan News Agency (AVN) and Vietnam News Agency (VNA) have signed a Memorandum of Understanding in Venezuela during a three-day visit by a VNA delegation which concluded on July 10.
The accord calls on the two State-run newswires to share information in the format of text, audio, video, photographs and TV products.
VNA and AVN were committed to the exchange of visits by managerial and journalist staffs to share experience and improve their service quality.
VNA General Director Tran Mai Huong said “The memorandum will lay a ground for the two news agencies to boost cooperative ties in information, share their development experiences and help the Vietnamese and Venezuelan people better understand each other through their official information”.
The document was signed by Tran Mai Huong and AVN president Freddy Fernandez after the duo held talks on bilateral relations.
Host and guest shared a view that official sources of information have always played an important role in disseminating Party and state policies to the public as well as in the fight against hostile forces’ distorted information.
The two news agencies’ leaders also pledged to do their best in their own capacity, with VNA as member of the Organisation of Asian-Pacific News Agencies (OANA) and AVN as member of the Latin American Union of News Agencies (ULAN), to help each other better access and promote relations with other members of their organisations.
During his stay, the VNA leader also met with the leadership of the National Radio of Venezuela (RNV). Huong briefed them of Vietnam ’s recent developments as well as VNA’s achievements and goals in response to the host’s expression of interest.
In reply, RNV President Helena Salcedo emphasised that Vietnam ’s experience is invaluable to the Venezuelan people during their revolutionary cause towards socialism./.

ASEAN Family Sports Festival opens in Geneva
Geneva (VNA) - Nearly 700 staff from the Geneva-based diplomatic missions of the Association of Southeast Asian Nations (ASEAN)’s member countries took part in the ASEAN Family Sports Festival 2011 held in Geneva , on July 9.
During the event, the diplomats and their families competed in nearly 20 competitive events including chess, football, tennis, badminton, volleyball, relay race, bowling, golf and tug-of-war.
Members of the Vietnamese missions to the United Nations (UN), the World Trade Organization (WTO) and other international bodies won gold medals in many events including the chess and the relay race.
Kwok Fook Seng, Head of the Singaporean Mission in Geneva said that the event gave diplomats and their families an opportunity to strengthen friendship and solidarity as well as promote the fine traditions of ASEAN.
The annual festival has also encouraged families from ASEAN member countries’ diplomatic missions to share common activities to promote ASEAN’s basic goals of stability, peace, cooperation, friendship and prosperity./.

Japan faces tsunami as sequel to huge quake
Tokyo (VNA)- The Japan Meteorological Agency warned Iwate, Miyagi and Fukushima provinces of tsunamis that may hit a 50m-high level after an earthquake measuring 7.1 on the Richter scale rocked the northeastern region.
The agency reported that the earthquake that hit at 9h57’ local time at a depth of 10 km some 200 km off Miyagi.
The Tokyo Electric Power Company (TEPCO) said they have not yet discovered any abnormal phenomena surrounding the Fukushima Daiichi and Fukushima Daini nuclear plants. The TEPCO spokesperson said they would conduct examinations of the quake’s impact but at this point the cooling systems of nuclear reactors are functioning well. Workers at these sites have been evacuated after the Government released warnings of tsunamis.
Mass media in Japan reported that as consequence of the disaster, a number of express train service in Tokyo and some eastern provinces was temporarily halted. Fortunately, life losses and material damages have not yet reported so far.
Northeastern provinces of Japan were the worst hit by the deadly 9 magnitude earthquake and massive tsunami on March 11, which left 23,000 people either killed or missing. The twin disasters triggered atomic crisis at the Fukushima Daiichi nuclear plant.

Party Central Committee’s 2nd meeting closes
Hanoi (VNA) – The second meeting of the 11 th Communist Party of Vietnam Central Committee (CPVCC) wrapped up in Hanoi on July 10 after one week of sitting.
Speaking at the closing ceremony, Party General Secretary Nguyen Phu Trong stressed that the meeting raised high the spirit of responsibility and promoted democracy with frank discussions which contributed many important ideas to draft documents.
According to the Party leader, the CPVCC agreed to include 24 groups of important and necessary issues into its Working Programme for the whole 11 th tenure.
Compared to the draft, the CPVCC added three groups of issues to the Programme, including regulations on implementing the Party Statute, preliminary wrapping-up of the implementation of the Resolution of the 3 rd meeting of the 10 th CPVCC on corruption and wastefulness prevention and summarization of the 10-year implementation of the Resolution of the 8 th meeting of the 10 th CPVCC on the national protection strategy in the new situation.
The CPVCC emphasised the need to prioritise implementing key tasks and strategic breakthroughs set out by the 11 th National Party Congress, such as perfecting institutions, developing human resources and building infrastructure; speeding up the Party building and reorganising, and strengthening the political system; preventing corruption and wastefulness; doing well personnel planning work, especially in strategic levels; and renovating the Party’s mode of leadership.
Mentioning the working regulations of the CPVCC, the Politburo and the CPVCC Secretariat adopted at the meeting, General Secretary Trong stressed that the effective implementation of these regulations will help further promote the strength of joint efforts and democracy in the activities of the CPVCC, the Politburo, the CPVCC Secretariat and the CPVCC Commission for Inspection as well as seriously keep rules and disciplines in the Party.
The regulations will ensure a regime of collective leadership, strengthen individual responsibility, improve the quality and effectiveness of the Party’s leadership, promote the activeness, creativeness and responsibility of organisations in the political system, intensify the strength of the solidarity and unity in the Party, and renew the Party’s leadership,” he said.
Regarding the supplementation and amendment of the 1992 Constitution, the Party chief said that the meeting discussed and reached a high consensus on the steering viewpoints and thoughts as well as implementation orientations and methods.
He stressed that the amendment of the 1992 Constitution should base on the summing-up of the execution of the 1992 Constitution, contents of the platform on national construction in the transition period to socialism and other documents of the 11 th National Party Congress.
The amendments should inherit the regulations of the 1992 Constitution and previous constitutional documents that remain appropriate and they should add more necessary contents to meet the demand of the new situation, he added.
The meeting affirmed that the nature and overall model of the political institution and State apparatus is a socialist rule-of-law state of people, by people and for people and led by the Communist Party.
The State aims to develop a socialist-oriented market economy, respect and ensure human rights and the rights to freedom and democracy of citizens, practise socialist democracy, strengthen rules and disciplines, and build the great national unity bloc.
The Party leader went on to say that the amendment of the constitution should be implemented in a strict and scientific manner under the leadership of the Party.
There should be a mechanism that ensures the participation of experts, scientists and managers, he said.
Regarding the nomination of key leaders to State agencies, Trong stated that the authorised agencies are continuing to complete the nomination options to be submitted to the National Assembly for consideration, election or approval.
Assessing the national situation in the first six months of 2011, the Party chief said that the CPVCC recognised great efforts by the entire Party, army and people in overcoming newly emerging difficulties and challenges in the country, the region and the world, and recording initial positive results in socio-economic development.
The country has maintained its economic growth at a reasonable rate with sharply increasing export turnover, positive developments in the foreign exchange market, increased State budget collection and secured social welfares, he noted.
With many difficulties and challenges forecast for the second half of 2011 and 2012, the Party leader stressed that this situation requires the consistent and drastic implementation of measures to curb inflation, stabilise the macro economy and ensure social security in the last months of 2011 and several following years.
“Better implementing a foreign policy of independence, self-reliance, diversification and multilateralisation of international relations, Vietnam is willing to be a friend of all countries and a reliable partner of the international community as well as maintain independence, sovereignty and a stable and peace environment for cooperation and development,” he affirmed.
On the same day, the CPVCC issued an announcement on the meeting, calling on the whole Party, army and people to promote achieved results, strengthen solidarity, make efforts to overcome every difficulty and challenge and successfully implement the Resolution of the 11 th National Party Congress.
The immediate task is to well prepare for the first session of the 13 th National Assembly, speed up patriotic emulation movements and fulfill socio-economic development tasks in 2011, creating a premise for the strong and firm development of the country in the following years, the announcement stressed./.

VN, Mexico to promote cooperation in agriculture
Mexico (VNA) – Vietnam and Mexico have agreed to expand bilateral cooperation in agriculture in the future.
The agreement was made at a recent meeting between Vietnamese Ambassador to Mexico Le Thanh Tung and Mexican Minister of Agriculture, Livestock, Rural Development, Fisheries and Food (Sagarpa), Francisco Mayorga.
During the meeting, both sides have made positive assessment on advantages and potentials for agricultural development towards signing an agreement for closer cooperation between the two countries in this field.
Minister Tung said that Mexico can learn about rubber and coconut trees growing and processing technology from Vietnam while Mexico can help Vietnam with breeding fish. In addition, the two sides can share experiences in shrimp breeding for export and producing agricultural machinery.
Mayorga highlighted the importance of strengthening cooperative relations between Mexico and Southeast Asian nations, including Vietnam , affirming that Mexico intends to deploy a number of agricultural projects in Vietnam in the coming time.
Sagarpa’s statistics showed that, since early this year, the value of Mexico ’s farm produce exports to Vietnam reached 100 million USD with a total two-way trade of more than 300 million USD.
Last year, Vietnm – Mexico bilateral trade surpassed 950 million USD. The figure is expected to hit 1 billion USD this year./.
