Southern hospitals start treatment via internet
HCM City (VNA) — Several hospitals in southern cities and provinces have started conducting check-ups and treatments for seriously ill patients through the internet in a new pilot programme.
The project is carried out by the HCM City Department of Health, Department of Information and Communications and hospitals in southern cities and provinces.
Participating hospitals include Cu Chi General Hospital in HCM City , Gia Lai, Ben Tre, An Giang and Kien Giang general hospitals and Tu Du Obstetric Hospital, Trauma and Orthopedics Hospital and Peadiatric Hospital No.1 in HCM City .
Patients in provincial areas will receive guidance from doctors in the city hospitals via the internet.
It will help reduce costs for the patients, according to the Department of Health.
Nguyen Thanh Hung, deputy head of the City Peadiatric Hospital No 1, one of the city's hospitals piloting the project, said doctors in provincial hospitals would benefit by receiving the latest knowledge and methods to prevent and treat disease from doctors in city hospitals.
Le Truong Giang, the department's deputy head, said the hospitals had staff available 24 hours a day in order to help doctors in provincial hospitals.
In the north, this method of check-up and treatment has already been implemented at Bach Mai Hospital and the Viet Nam National Hospital of Peadiatrics.
They both help provincial hospitals treat patients who have serious and complicated conditions and they offer the latest treatment methods. /.

VN-Laos-Cambodia music festival to open
Hanoi (VNA) – The Vietnam – Laos - Cambodia music festival will take place in the central province of Quang Tri this July.
The event is jointly organised by the Department of Performing Arts, the provincial Department of Culture, Sports and Tourism, the Department of International Cooperation and the Vietnam Association of Musicians.
It will offer a chance for art troupes from three countries to boost their exchange, contributing to tightening friendship in the region./.

VN participates in Military World Games
Hanoi (VNA) – The Vietnamese army shooting and taekwondo teams will compete in the Military World Games 2011, to be held in Brazil on July 15-26.
During the event, the Vietnamese pistol shooters will compete in individual and team events while taekwondo martial artists will compete in six weight categories, ranging between under 51kg and under 80 kg./.

MTV Vietnam broadcasts debut
HCM City (VNA) — The MTV Vietnam channel has made its debut broadcasting shows specifically with a Vietnamese audience in mind.
MTV Vietnam is broadcast on pay television systems of HTVC, VCTV, VTC and K+. The channel will soon air on MyTV and HCATV at a later date.
The first Vietnamese video jockeys (VJ) will be Dang Khoa, Quynh Chi and Anh Vu.
In addition to airing programmes of International Music Television (MTV) channel in the Southeast Asia , MTV Vietnam is designed to appeal to subscribers under 30 years old.
Vietnam 's music industry is promising, said Indra Suharjono, deputy chairman and managing director of Viacom International Media Networks in the North and Southeast Asia regions.
It's one of the main reasons we decided to develop our business here, she added.
Viacom owns a series of TV and channels including MTV.
The 24-hour MTV Vietnam version is broadcast in Vietnamese every night from 8pm to 10pm. It includes two parts, one featuring international music and reality shows subtitled in Vietnamese, and the other with shows produced by BHD, one of HCM City 's private film and entertainment companies.
The screenings include hit shows such as My Supper Sweet 16, MTV CRIBS and MTV K-pop Top 50.
"Through MTV Vietnam, we hope to connect music lovers in Vietnam and other Asian countries," said Nguyen Phan Quang Binh, managing director of the HCM City-based UTV Company, which holds the copyright to MTV Vietnam.
MTV Vietnam will also produce music shows in addition to introducing young Vietnamese talent to the world.
Under the project, the channel will air 32 clips featuring the country's favourite singers and musicians with productions by BHD. The two best clips will be broadcast on 11 channels of MTV Asia.

Phu Yen (VNA) — The Cultural, Sports and Tourism Festival of the Central and Central Highlands regions kicked off on July 1 in the southern central province of Phu Yen.
The event is part of National Tourism Year which puts the spotlight on sea and island tourism. It drew 500 artists with distinctive traditional music performances from 14 regional provinces.
Deputy Minister of Culture, Sports and Tourism Huynh Vinh Ai said the event aimed to develop Vietnam 's tourism and encourage localities to build their own tourism trademarks.
The same day, 150 athletes competed in traditional sports, including stilt walking, stick pushing, tug of war, and cross-bow shooting.
Phu Yen will host a gastronomy festival from July 6-8 to feature specialities of the northern, central and southern regions. /.

First university entrance examination begins
Hanoi (VNA) – Students across the country on July 4 sat for their first day of the university entrance examination, which is designed for students of group A (math, physics and chemistry) and V (math, physics and a field -specific subject).
A total of over 680,000 candidates are expected to show up for the first examination day, accounting for 74,83 percent of the total registrations for taking university entrance exams across the country.
The students were seated at 25,630 examination rooms at 989 locations to compete for admissions to 107 universities and academies.
In preparation for the important exam, over 50,000 students and parents across the country flocked to the Temple of Literature in Hanoi , the first school in Vietnam , to pray for good luck.
Naturally, exam takers came here to stroke stones carved with turtles that line the wall of the temple to gain good luck. However, the deed is now prohibited in order to keep order and preserve the temple.
The temple attracts students with 82 stone steles engraved with names of doctorate holders during the Le and Mac dynasties (1442-1779), which were placed on the lists of the World Documentary Heritage in Asia-Pacific in 2010 and the World Memory in 2011./.

Mobile operators warned for ‘loose management'
HCM City (VNA) — Authorities have warned major mobile phone service providers like VinaPhone, MobiFone and Viettel over their loose management of message switchboards.
This has led to customers being swamped with spam messages and advertisements for several services like downloading ring tones, fortune telling, gambling and even "sexual consultancy".
Many customers have lost money responding to messages said that they'd won prizes.
In a recent case, the Hanoi-based EMOBI JSC was found to have sent 800 messages each hour with content related to fortune telling and gambling.
The Ha Trung Communications JSC used prepaid sim cards to send messages to mobile phone users, receiving 58,000 replies that cost customers around 877 million VND (43,000 USD), according to the Sai Gon Giai Phong (Liberated Sai Gon).
Mobile service providers have themselves sent warning messages to their customers about attempts to cheat them.
However the number of switchboards has soared to around 1000 as digital content companies look to take advantage of the lucrative returns they get from offering these "services".
Service providers do not have much of an incentive in curtailing the actions of digital content firms because they earn 60 to 70 percent of the revenues generated by customers' responses.
Officials of the Ministry of Public Security tasked with fighting hi-tech crime say mobile phone service providers are responsible for the situation because they focus on profit and ignore other even illegal content that is sent to customers.
They said service providers should also be held responsible for the chaotic situation in managing prepaid sim cards.
The Ministry of Information and Telecommunications has already asked the providers to collect information from prepaid users, but this has had little effect so far. Currently, people can easily buy prepaid sims without registering their names./.

Forex rates react to higher dollar supply
Hanoi (VNA) — The local foreign exchange market has begun to show positive results, following the State Bank of Vietnam 's circular which came into effect on July 1. The bank ordered major State-owned economic groups and corporations to sell 376 million USD in reserve to the commercial bank system in order to reduce the accumulation of dollars in the economy.
After the directive was initiated, all groups and State corporations had to sell foreign currency to the credit institutions, a move which will certainly cause an increased supply of foreign currency and positive impact on the exchange rate.
As a result, the inter-bank exchange rate remained at 20,618 VND/USD on July 1. The difference between buy and sell rates is 20,540 VND to 20,610 VND/USD, down by 10 VND per US dollar compared to June 30. The selling of US dollars in reserve will not only help stabilise the foreign exchange market and increase supply, but also push back against US dollar transaction on the free market.
The central bank reported that in June, capital raised in foreign currency fell 3.62 percent against the previous month, as both individuals and businesses sold US dollars to commercial banks at low deposit rates of foreign currency. Foreign currency credit was 2.34 percent higher in June than in May.
Between July 1 and 7, firms must report their aggregate demand for foreign currency for the month—so as to hold their balances from both non-term and term deposits—while the remainder must be sold to commercial banks.
Dr Nguyen Thi Mui, a member of the National Financial and Monetary Policies Advisory Council, said that the transaction of foreign exchange between enterprises and commercial banks would provide a significant source of foreign currency for the country.
The Ministry of Planning and Investment said it was an achievement of the last six months that the foreign currency market and exchange rates were finally stable. Banks have already acquired a large amount of foreign currency from residents and enterprises.
Exchange rates of foreign currency markets tend to decrease and stabilise at a lower level than the ceiling rate permitted by the State Bank. Foreign exchange reserves are gradually being improved.
The State bank already bought an additional amount of nearly 3 billion USD for the country reserves, according to Ministry of Planning and Investment.
However, many experts warn that the State Bank must continue to sell foreign currency to businesses as needed./.

Consumer goods smuggling rises in H1
HCM City (VNA) — The market management bureau in HCM City has reported that the illegal trading, transportation and storage of smuggled goods had increased in the first six months of this year compared to the same period last year.
Smuggled goods accounted for the majority of market violations found over the past six months, officials said, adding that other illegal acts included trade in forbidden and fake goods, the use of fake invoices and accounting irregularities.
Smuggled items, mostly consumer goods, were being brought into the country through northern, central and southwestern border provinces, the officials said. Other forms of smuggling included making false declarations about the quantity and quality of imported commodities, they added.
Motorbikes and coaches were used to transport smuggled cigarettes on National Highways 1 and 22, and along provincial roads from southwestern border provinces to outlets and warehouses in HCM City .
In the first six months of the year, the bureau discovered 186 cases of trafficking and trading foreign smuggled cigarettes. They confiscated 104,000 cigarette packets, half of which were of Jet and Hero brands. During this period, the bureau also recorded 142 cases of illegal transportation, trading and storage of foreign liquor.
Officials of the bureau also said that fake products were being widely bought and sold at many of the city's market stalls, trade centres, and on the streets.
Most of these items are imitations of famous foreign brands of watches, sunglasses, handbags, cell phones, footwear, clothing and cosmetics that are sold at low prices.
In the first half of the year, officials discovered 321 cases of trading in fake products.
They confiscated 127,231 items and handed over to investigating agencies 13.8 tonnes of fake fertiliser.
Scores of cases involving fake crash helmets and fake LPG (cooking gas) cylinders were also found.
Retail outlets placed the fake cylinders amidst genuine ones, making it difficult to detect them.
Meanwhile, in a highly risky venture, LPG was being illegally extracted and refilled in cylinders in neighbouring provinces and brought to HCM City by trucks, officials said at the meeting. /.

Vingroup joins World Economic Forum
Hanoi (VNA) – Vingroup, with Vincom and Vinpearl as its main trademarks, joined the World Economic Forum (WEF) and became a member of the Global Growth Companies (GGC) on July 1.
To qualify for membership of GGC, a business must earn revenues ranging between 100 million USD and five billion USD, achieve an annual growth of not less than 15 percent in two consecutive years and be capable of developing projects in a firm and stable manner with prestige and strong trademarks.
Earlier, eleven Vietnamese leading businesses joined the GGC and WEF, including the Vietnam National Oil and Gas Group, Vietnam Airlines, Vietcombank, Agribank and Tan Tao Group.
On July 3, Vinpearl Corporation, an affiliate of Vingroup, inaugurated the five-star resort Vinpearl Luxury Danang in the central coastal city of Da Nang.
Covering an area of 15.4 hectares, Vinpearl Luxury Danang boasts a five-star international hotel including 200 guest rooms along with 39 luxury villas sitting along the Non Nuoc beach, recognised as one of the world’s beautiful beaches by the US Forbes magazine./.

Agricultural projects to receive incentives
Hanoi (VNA) – Investors in agricultural and rural projects will receive preferential treatment under a recent decision made by the Ministry of Finance.
The decision is being made in accordance with the Government’s Decree No. 61/2010/ND-CP on preferential policies to encourage enterprises to invest in agricultural and rural areas.
Accordingly, as of August 1, investors in agricultural and rural projects that enjoy investment preferences or encouragement will be given the lowest land and water surface rent prices as regulated by provincial People’s Committees.
Investors will also gain financial support in land and water surface rental in the first five years and the preferential treatment is offered one time right after investors complete fundamental phases of construction./.
