The amnesty highlights the tolerance of the Party and State as well as humane traditions of Việt Nam on law-breakers in order to encourage them to get back on right track and re-integrate into the society.

Of the 17,210 inmates being freed on the National Day, 37 are foreigners from other countries like China, Laos, Cambodia and France and 20 offenders who were convicted of infringements of national security.

Those on parole were freed since August 29 to reunite their families before September 2.

Việt Nam typically grants amnesty to prisoners on major national holidays, including the Lunar New Year (Tết) Festival and the Reunification Day (April 30)./.
