Meeting marks Uzbekistan’s Independence Day
Hanoi (VNA)- The Vietnam-Uzbekistan Friendship Association (VUFA) on August 28 held a meeting to mark Uzbekistan’s Independence Day and Vietnam’ National Day in Hanoi.
Attending the event were representatives from the Vietnam Union of Friendship Organisations, the Uzbekistan’s honorary consul general in Vietnam Le Van Nghia along with people who used to live and work in Uzbekistan.
Addressing the meeting, chairman of VUFA Luong Phan Cu praised the fine traditional friendship between the two countries, adding that although bilateral economic cooperation has yet to match the potential of each country, their relations have been strengthened through more exchange of delegations.
He also expressed thanks to Uzbek teachers and people who had assisted Vietnamese students during their study in the country.
The honorary consul general of Uzbekistan said the consulate office will coordinate with the Vietnamese side to hold cultural exchanges to strengthen mutual understanding between the two countries.-Enditem

Vietnamese be first students at Russia’s new centre
Moscow (VNA)- Vietnamese students will be the first students to be trained at Russia’s newly opened nuclear training centre in Kaluga province’s Obninsk city.
Vietnamese Ambassador to Russia Bui Dinh Dinh on August 27 attended the opening ceremony of the International Training Centre for Nuclear Specialists in Obninsk city.
Speaking at the ceremony, Ambassador Bui Dinh Dinh affirmed that the traditional relations between Vietnam and Russia have been lifted to a strategic partnership over the recent years. He praised Russia’s enormous contributions to training Vietnamese experts in the country.
He added that with a growing economy, Vietnam needs to develop the energy sector, including nuclear power plants. Dinh said the opening of the centre with its first students from Vietnam is a practical action in implementing agreements reached during Vietnamese high-ranking leaders’s visit to Russia.-Enditem

State President grants amnesty to 17,520 prisoners
Hanoi (VNA) – State President Nguyen Minh Triet has agreed to grant amnesty to 17,520 prisoners on the occasion of the National Day (Sept. 2).
The President’s decision was made public on Aug. 28 at a press briefing which brought together reporters from many local and foreign newspapers and news agencies and representatives of foreign diplomatic corps in Vietnam .
The amnesty recipients include 17,210 prisoners who are serving their jail terms and 310 offenders with prison terms being cancelled or temporarily suspended who are eligible for the amnesty, said the State President Office.
Among those, there are 20 offenders who had been convicted on the charge of “infringing upon national security” and 37 inmates who hold foreign nationalities, including China , Laos , Cambodia and others.
Giang Son, Deputy Director of the State Office, noted that the President’s amnesty decision once again constitutes and affirms the Party and State’s policy of clemency for those offenders who have shown repentance, encouraging them to redeem themselves to become useful citizens.
He stressed that every punishment that the State has given out in line with its penal code aims to not only reprimand law-breakers but also re-educate them to become useful citizens with a sense of abiding by the law and code of conducts in society as well as prevent them from committing crimes again.
Son cited the fact that almost all those granted with amnesty over the past years have quickly re-integrated back into the community. Many of them have become successful and enthusiastically participated in the fight against crimes and charitable activities.
Regarding the post-amnesty work, Deputy Minister of Public Security Sen. Lieut. Gen. Le The Tiem said the Prime Minister has already instructed local authorities to assist the former prisoners to reintegrate into the community.
As many as 114,913 prisoners have been released ahead of time as the result of the previous ten times of amnesty with many of them becoming businesspeople and setting up funds to assist those who are in similar situation with them, said Tiem.
He said all prisons and detention camps nationwide will begin enforcing the amnesty decision in the morning of August 29.-Enditem

Polish leader praises Vietnam’s regional role
Hanoi (VNA)- Polish President Bronislaw Komorowski spoke highly of Vietnam’s increasing role in the region and the world, especially the country’s fulfilment of its tasks as a non-permanent member of the United Nations Security Council and the ASEAN chair.
President Komorowski made the praise at his reception for the new Vietnamese ambassador to Poland Nguyen Hoang on August 27.
The Polish President underlined the significance of the 60 th anniversary of diplomatic ties between the two countries in 2010, adding that the two countries have a long-standing traditional relationship and enormous development potentials in every field.
He said that as next year, Poland would be chair of the European Union and Prime Minister Donald Tusk is to pay a visit to Vietnam, new opportunities will open up cooperation between the two countries.
President Komorowski also spoke highly of the Vietnamese community’s role in the development of the two countries’ relations. He affirmed that the Polish government would continue to create favourable conditions for the Vietnamese community, the fourth largest foreign community in Poland, take root in the country.
Ambassador Nguyen Hoang said that he would do his utmost to further promote the friendship and cooperative ties between the two nations.-Enditem

HCM City volunteers do charity in Cambodia
Phnom Penh (VNA)- Over 40 volunteers from Ho Chi Minh City Communist Youth Union (HCYU) have provided medical check-up for poor patients in Cambodia’s Kompong Speu and Kompong Chhnang provinces.
During the five-day mission from August 22-27, the group treated 2,800 poor patients and distributed over 2,000 presents to the locals.
On the occasion, the HCYU also donated 40,000 USD to build a communal cultural centre and a schoolin Kompong Chhnang province.-Enditem

Prize-winning mathematician welcomed at home
Hanoi (VNA) – Professor Ngo Bao Chau, the first Vietnamese mathematician to win the Fields Medal, was warmly welcomed at the Noi Bai International Airport in Hanoi upon his return from India on the Aug. 28 morning.
Prof. Chau won the award for his proof of the Fundamental Lemma in the theory of automorphic forms, by introducing new algebro-geometric methods. The exalted award, comparable to the Nobel prize for mathematics is awarded only to mathematicians under the age of 40.
Present at the welcome ceremony were Deputy Minister of Education and Training Nguyen Vinh Hien, Deputy President of the Vietnam Science and Technology Academy Duong Ngoc Hai, and Deputy Director of the Hanoi National University Prof. Vu Minh Giang together with students, friends and reporters.
Deputy Minister Hien stated that the Fields Medal that Prof. Chau received at the 26th International Congress of Mathematicians (ICM) in India on Aug. 19 is a great honour not only to Chau himself and his family, but also the pride of the nation. Chau’s award made Vietnam the second nation in Asia after Japan to have a citizen awarded the medal.
Deputy Director of the Hanoi National University Prof. Giang informed that the Hanoi National University will award the Honorary Doctor title to Prof. Chau and invite him to join the school’s Special Advisory Council.
On this occasion, the national flag carrier Vietnam Airlines presented Prof. Chau the Platinum Card of the Golden Lotus Programme.
A State-level welcome ceremony for Prof. Chau will be held at 20pm on Aug. 29 at the My Dinh National Conventional Centre with the participation of over 3,000 scientists, lecturers and students.
The ceremony will be broadcast live on Vietnam Television (VTV)’s VTV1 channel.
Ngo Bao Chau, the youngest professor in Vietnam , was born in 1972 in Hanoi .
In 1988, Chau won the gold medal at the International Mathematical Olympiad in Australia . In 1989, he won another gold medal at the International Mathematical Olympiad in Germany .
After graduating from secondary school in Vietnam , he studied at the Paris VI University and then completed his PhD Degree in Orsay under the supervision of Gérard Laumon.
He is currently a Professor at the Science Faculty at Orsay and a member of the Institute for Advanced Studies in Princeton in the US . In September 2010, he will take up a new appointment at the University of Chicago .
Along with Laumon, Chau was awarded the Clay research award in 2004 and in 2007, he was awarded the Sophie Germain prize and the Oberwolfach prize.
In 2009, his evidence proving the Langlands fundamental lemma was selected by Time Magazine as one of the 10 most outstanding scientific discoveries of 2009.-Enditem

CLMV economic ministers meet for increased ties
Da Nang (VNA) – The economic ministers of Cambodia, Laos, Myanmar and Vietnam (CLMV) met for the first time in Vietnam’s coastal city of Da Nang on Aug. 28 to seek ways to boost their countries’ economic and trade ties.
They also sought to work more closely in sub-regional, regional and global forums, maximize their countries’ potential, narrow the development gaps among the four and with other countries in the region and around the world, and push up the implementation of the agreements reached at previous CMLV summits.
The ministers acknowledged that the four countries have attained considerable developments in economic and trade ties in recent years and there are still high potentials for making these gains bigger by promoting the development of border markets and cross-border trade.
On trade, they agreed to focus on facilitating trade exchange, enhancing trade promotion activities, and boosting investment flows among the four countries in line with the joint declaration of the fourth CLMV Summit in Hanoi on November 6, 2008.
The ministers agreed to encourage investment into special economic zones (SEZs) and export processing zones (EPZs) lying along their borders with preferential treatments in infrastructure and administrative procedures targeting CLMV investors.
Debating human resource development, they underscored the important role of programmes to provide vocational training and enhance the capacity of public administrative officials.
They shared the view that their countries need to boost their policy coordination at sub-regional, regional and international cooperation forums to attract resources from developed partners for narrowing the development gaps between the CLMV and other ASEAN member countries.
The ministers proposed reinforcing their cooperation in making and implementing projects within the framework of the second IAI Working Plan, cooperating closely in tailoring prioritised projects within the sub-regional cooperation frameworks, and stepping up cooperation with regional and international organisations and dialogue countries.
The ministers also discussed the conduct of research and assessments to figure out challenges and shared potentials as well as measures to boost trade and investment among their countries, and the further enhancement of cooperation in FTA negotiations and other negotiations for benefits of each country and the entire group as a whole.
They agreed to continue to study the establishment of a CLMV Development Fund as suggested by Cambodian Prime Minister Hun Sen, which aims at gaining financial assistance from other countries for shortening their development gaps.
The ministers decided that their meeting will convene twice a year along with the ASEAN Economic Ministerial Meeting and that their countries will rotate in playing the coordinating role.
They highly valued the ASEAN Secretariat’s assistance in preparing and organising their first-ever meeting and expressed hopes to see the attendance of the ASEAN Secretary General or Deputy Secretary General in their future meetings.-Enditem

Vietnamese, Chinese leaders congratulate youth festival
Hanoi (VNA) – The traditional Vietnam-China friendship is a common precious property of the two nations, which has been fostered by the late President Ho Chi Minh and President Mao Zedong and generations of revolutionaries and people of the two countries.
This fact is affirmed by the General Secretaries of the Communist Parties of Vietnam and China , Nong Duc Manh and Hu Jintao, in their letters to the Vietnam-China Youth Festival, which is being held in Guangxi , China on the occasion of the 65 th anniversary of the two countries’ diplomatic relations.
The traditional friendship of the two countries is manifested vividly in the Vietnam-China comprehensive strategic cooperation partnership following the motto ‘friendly neighbourliness, comprehensive cooperation, long-lasting stability and looking toward the future’ and the spirit ‘good neighbour, good friends, good comrades and good partners,’ General Secretary Manh wrote in his letter.
For his part, General Secretary Hu said China is committed to together with Vietnam constantly boosting cooperation in every field and deepening exchanges and the friendship between the two countries.
The two leaders reaffirmed the importance of exchange activities between young people, which will help boost mutual understanding and make the Vietnam-China friendship close to the heart of all people of the two countries.
They agreed that the future of the two countries and of the Vietnam-China relations belong to young people and young generations of the two countries.-Enditem

State President concludes Laos, Cambodia visits
Hanoi (VNA) – State President Nguyen Minh Triet returned home in the afternoon on Aug. 28, wrapping up an official visit to Laos and a State-level visit to Cambodia .
In the morning the same day, the President attended and delivered a speech at the talks on “Experience, potential and opportunities for Vietnamese investors in Cambodia ” in Cambodia ’s capital city of Phnom Penh .
The talks were attended by Cambodian Deputy Prime Minister and Economic and Financial Minister Keat Chhon and over 200 representatives of the two countries’ business circles.
Representatives of Vietnamese businesses currently doing business and investing in Cambodia presented the results of their invested projects in agriculture, mining, finance-banking, healthcare, energy, light industry and hydro-electricity. They put forth recommendations for boosting the two countries’ economic, trade and investment cooperation on a par with the current growing political ties.
The Cambodian Deputy Prime Minister told President Triet and the participants that his country expects its economy to boom this year with an estimated GDP growth rate of at least 5 percent.
He pointed to the young and dynamic population as one of his country’s advantages together with untapped potential, saying there will be many opportunities for Vietnamese investors.
Noting the participants’ recommendations and specific initiatives, President Triet said the two countries’ economic, trade and investment cooperation has attained encouraging developments though yet to match their potential.
Opportunities still lie ahead, President Triet said, expressing his hope that Vietnamese investors will go to Cambodia with the spirit of solidarity and friendship.
He ured Vietnamese investors to be responsible and cautious to avoid sparking problems that can affect their partners’ trust, and participate actively in poverty reduction, cultural, healthcare and educational activities in Cambodia.
Also in the morning, President Triet visited the construction site of the Technology and Senior High School in Kampong Chnang, which is built with 10 billion VND that General Secretary Nong Duc Manh presented to the Cambodian Royal Fund during his visit to Cambodia in 2005. Once competed, the school will be named “the Vietnam-Cambodia Friendship School ”.
In an interview granted to the press, Deputy Foreign Minister Dao Viet Trung said the good outcomes of the two visit will contribute greatly to strengthening and lifting Vietnam ’s ties with Laos and Cambodia to a new height.
He said the leaders have affirmed the importance of their growing traditional friendship as a invaluable asset that needs to be preserved and handed down to the next generations.
Trung reiterated that Vietnam has placed importance to strengthening and enhancing its special solidarity and friendship and comprehensive cooperation with Laos and good neighbourliness, traditional friendship and all-sided cooperation with Cambodia .
In the future, Vietnam will increase the exchange of visits with Laos and Cambodia at all levels in order to deepen their currently fine political ties to create a foundation for their cooperation in the fields of economy, investment, trade, and others.
Regarding cooperation with Laos , Trung said the two countries should quickly carry out their agreements in the fields of hydro-electricity and the plantation of industrial plants and mining, while pushing up cooperation in healthcare, agriculture and rural development, infrastructure construction, tourism, culture, and post and telecommunication.
For her part, Vietnam will step up the training of human resources for Laos to help it meet the needs for industrialisation and modernisation, Trung noted.
In the short term, Trung said the two countries need to work on their plan on enhancing the quality and effectiveness of Vietnam-Laos cooperation in education and human resource development and carry out the projects to establish the Faculty of Vietnamese language in the Lao National University and other cooperative projects in education and training.
With Cambodia , the two countries will strive to raise their two-way trade to 2 billion USD in 2010 and encourage Vietnamese businesspeople to invest in Cambodia , especially in banking, the growing of rubber plants, fertilizer production, the processing of farm products, mining, oil and gas industry, telecommunication and hydro-electricity.
Vietnam will boost its cooperation with and help Cambodia in other fields, such as agriculture, forestry, fisheries, transport and communications, education, healthcare and tourism, Trung said.-Enditem

Meet marks DPRK’s National Day
Hai Duong (VNA) – A meeting to mark the 62nd National Day of the Democratic People’s Republic of Korea (DPRK) (Sept. 9) was held in the northern province of Hai Duong on Aug. 28 by the provincial Vietnam-DPRK Friendship Association.
At the function, President of the Vietnam-DPRK Friendship Association of Hai Duong Pham Van Hoan and DPRK Ambassador to Vietnam Ma Chol Su recalled the 62 years of the DPRK and praised the solidarity and friendship between the two countries.
Hoan affirmed that the Vietnamese people never forget the precious supports the DPRK has extended to Vietnam during the struggle to liberate southern Vietnam and reunify the country. During that period, the DPRK helped train thousands of Vietnamese students, officials and technicians.
Hoan expressed his wish that under the leadership of the Workers’ Party of Korea, headed by Kim Jong Il, the DPRK people would obtain greater achievements in their national construction, defence and unity.
Ambassador Ma Chol Su stressed that the DPRK and Vietnamese people share a time-honoured friendship and cooperation, which were fostered by President Ho Chi Minh and Kim Il Sung. The DPRK people always kept in their minds Vietnam ’s faithful support and solidarity, he said.
On this occasion, the Vietnam-DPRK Friendship Association of Hai Duong held its 2 nd congress for the 2010-2015 term. Pham Van Hoan was re-elected as the association’s president.-Enditem

Diplomatic sector celebrates 65th anniversary
Hanoi (VNA) – The Ministry of Foreign Affairs on Aug. 28 held a ceremony in Hanoi to mark the 65 th anniversary of the diplomatic sector.
Addressing the ceremony, Party General Secretary Nong Duc Manh said the diplomatic sector would face higher requirements in the coming time as the world is undergoing new, rapid and complicated developments as a result of globalisation, posing both opportunities and challenges.
At the same time, Vietnam continues accelerating the renewal process and national industrialisation, modernisation and active international integration.
Toward this goal, the diplomatic sector’s leading and overall task in the coming time is to maintain and strengthen the peaceful and stable environment, create favourable conditions and effectively attract outer resources.
Deputy Prime Minister and Foreign Minister Pham Gia Khiem reviewed the magnificent history of the diplomatic sector in the development of the country.
Since being founded and fostered by President Ho Chi Minh, the sector contributed to protecting the nascent revolutionary government and made first steps in establishing ties with friendly countries and with world movements of peace, democracy and progress.
The Deputy PM pointed out that during the years after the country reunified, the diplomatic sector has played an important role in countering the blockade and embargo by hostile forces and winning supports from the international community for the country’s national reconstruction.
After 25 years of reform, the country is enjoying active and effective international exchanges and cooperation and its position in the international arena has been constantly improved, Deputy PM Khiem said.
On this occasion, Vice State President Nguyen Thi Doan presented Ho Chi Minh Order, the highest distinction of the Party and State, to the Ministry of Foreign Affairs for its great contributions to national construction and defence.-Enditem

Hanoi honours outstanding individuals
Hanoi (VNA) – Eleven model citizens and 848 outstanding individuals in the movement of “Good people, good deeds” in Hanoi were honoured at the municipal Patriotism Emulation Congress for 2010-2015 in Hanoi on Aug. 28.
Reviewing the patriotism emulation movement over the past five years, Nguyen The Thao, Chairman of the municipal People’s Committee stated that the patriotism emulation movement in Hanoi has developed deep and wide, breathing new life into production and business, helping maintain political security and social order and strengthening people’s trust in the Party, State and authority at all levels.
Over the past five years, the city has 225 individuals awarded with the State’s Labour Order; 385 others received the Prime Minister’s certificates of merit; and 3,288 people were recognised “Good individual”.
As the result of the emulation movement, the city obtained an annual economic growth rate of 10.4 percent, 1.5 times over the nation’s average.
The congress for the first time honoured 11 model citizens, including Prof. Ngo Bao Chau, the first Vietnamese mathematician to win the Fields Medal, and Prof. Vu Khieu, 95.
Addressing the congress, National Assembly Chairman Nguyen Phu Trong praised the achievements of Hanoi in the patriotism emulation movement over the past five years. “In every field there are bright examples of dedication to works, high sense of responsibility and creativity, he said.
On behalf of the Party and State, Chairman Trong handed over the State President’s Golden Star Order to Hanoi for outstanding contributions to the revolutionary cause of the Party and the nation.
This is the third time Hanoi has been awarded with this high distinction, which is significant at a time when the city is celebrating its 1,000 th birthday.-Enditem
