Meeting marks youth volunteers’ anniversary

Hanoi (VNA)- State President Nguyen Minh Triet pinned the Order of the Gold Star to the flag of the youth volunteers on July 14 in a meeting to mark the force’s 60 th anniversary.

Triet said that the award was in recognition of the great contribution to national construction and defence that the youth volunteers have made.

“The founding and history of the Vietnam youth volunteers’ forces are associated with milestone events in the nation’s glorious history, such as the wars of resistance, the victory at Dien Bien Phu, the struggles for national salvation and reunification and the movement for building new settlements,” said the State leader.

He reiterated that the Party and State have paid a lot attention to updating policies and regulations on social welfare in favour of the youth volunteers to improve their living conditions.

Triet hailed the Ex-Youth Volunteers’ Association as a bridge that has spanned different generations of veterans to help each other in life and work together with reducing poverty.

He urged the association to uphold the force’s tradition from generation to generation in an effort to safeguard the country and contribute to building a prosperous and powerful Vietnam .

Also present at the celebrations was the Vice Chairman of the National Assembly, Nguyen Duc Kien, who awarded the youth volunteers’ force in the battle of Dien Bien Phu and the youth volunteer force codenamed K-53 with the title People’s Armed Forces Hero.

Mekong delta sees expansion of tra fish exports

Can Tho (VNA) – The Mekong delta region exported more than 300,000 tonnes of tra fish in the first half of this year, earning over 640 million USD.

With these figures, the region has fulfilled over 50 percent of this year’s target, obtaining a 19.4 percent rise in quantity and 11.6 percent increase in value despite a slump in world prices.

Statistics presented at a meeting held in Can Tho city on July 14 to review tra fish exports showed that the region is very likely to ship 600,000 tonnes of tra fish and fetch 1.2 billion USD.

The main markets of Vietnamese tra fish include 13 countries in the European Union, northern and central America, Asia and Oceania continent. Thanks to accelerated promotions, exports to Saudi Arabi and Australia so far this year expanded 47.5 and 35.3 percent respectively.

Prices of tra fish on the world market fell to 2.13 USD per kg from 2.28 USD last year. However, the steering board for production and consumption of tra fish in the Mekong delta region has worked with relevant agencies to address drawbacks concerning tariff and non-tariff barriers.

It has also provided exporters with updated market information as well as advice on quality and hygiene requirements, and responded strongly to articles in foreign newspapers that aimed to tarnish the reputation of Vietnamese tra fish.

The Ministry of Agriculture and Rural Development has assisted export companies to promote their products in Saudi Arabia , the US , Belgium and Mexico , among many other world markets. It has also created favourable conditions for farmers to increase domestic sales by finding outlets for their products, such as wholesale markets, restaurants and hotels.

More than 3,700 ha of water surface nationwide has been used to farm tra fish, hitting 62.5 percent of the year’s target. Dong Thap and An Giang are the two largest tra fish breeding provinces with a combined acreage of 2,340 ha.- Enditem

Investors expect open more trading accounts

Hanoi (VNA) – Investors expect to open more trading accounts and be allowed to buy or sell stock the same day thanks to a draft circular on transaction instructions which the State Securities Commission (SSC) is compiling to submit to the Finance Ministry before being issued.

At first, investors could only sell existing stock and were not permitted to sell the same stock the same day, said Nguyen Son, the head of the SSC’s Stock Market Development Department.

According to Vietnam ’s regulations, investors could only open a trading account and were not allowed to buy or sell the same stock the same day. However, many investors found loop-holds to open more accounts in different names or traded by proxy, making it difficult for State agencies to manage and control accounts, transactions and stock prices, said Son in an interview with the Vietnam Financial Times.

So, easing the regulations not only solves problems in trading and improves the markets liquidity, but also enables the securities transaction office and the SSC to control and make ownership transparent, added Son.

Vietnam ’s securities market has experienced 10 years of operation and the original regulations needed to change in line with international rules to ensure management and control to prevent market speculation.

The move is expected to not only ease investors’ operations, but will also make it easier for securities companies to trade and develop the market, bringing Vietnam securities closer to international regulations.-Enditem

Vietnam’s pepper export price likely to rise

Hanoi (VNA) – The Ministry of Agriculture and Rural Development (MARD) forecasts that the price of pepper in the world market will continue rising due to a sharp decrease in supply.

The Ministry of Industry and Trade’s Trade Information Centre reported that this year’s pepper output of Vietnam and India – the first and second black pepper producers and exporters in the world – fell by 20 percent and 30 percent, respectively. In addition, pepper production of other countries, including Indonesia and Malaysia , failed to record satisfactory results.

The global pepper output is estimated to drop 60,000 tonnes this year, lower than the World Pepper Association’s forecast or down by 18 percent year on year to around 230,000 tonnes.

The shortage in pepper supply has contributed to the increase in the world’s prices which fluctuated at 3,300 USD-3,800 USD per tonne in June, a year-on-year rise of around 80 percent.

This helped boost Vietnam ’s pepper export price in the second quarter of 2010 to 3,170 USD per tonne, an increase of 4.8 percent over the first quarter of the year and 40.5 percent year on year.

The country exported around 75,000 tonnes for 234 million USD in the first half of the year, representing year-on year increases of 9 percent in volume and 47.3 percent in value.

Pepper prices in the domestic market also increased over recent months to 60,000 VND per kg in June, a year-on-year increase of 67 percent.

MARD warned businesses not to sign big export contracts to avoid the lack of goods for exports when the price is high.

Businesses should pay attention to pepper processing to increase the value of exports to the world market, especially the US , the biggest Vietnamese pepper importer.-Enditem

Indonesia praises Vietnam’s contributions to ASEAN

Jakarta (VNA) – Indonesia highly values Vietnam ’s role and contributions to ASEAN since it joined the bloc in 1995 and especially in 2010 when it is undertaking the role as ASEAN Chair.

Djauhari Oratmangun, Director of the ASEAN Cooperation Department under the Indonesian Ministry of Foreign Affairs, made the statement while granting an interview to a Vietnam News Agency correspondent in Jakarta on July 13 on the occasion of the 15 th anniversary of Vietnam ’s admission to the Association of Southeast Asian Nations (ASEAN).

He noted that during the past 15 years, Vietnam had always been an active and responsible member offering important contributions to the bloc’s peace, stability and prosperity.

The current ASEAN, its Charter and roadmap to build the ASEAN Community by 2015 are common achievements of all member countries, including the Vietnamese government and people, he said.

“We have witnessed major changes to ASEAN over the past 15 years, and particularly at the current time when Vietnam takes on the position of ASEAN Chair. With ASEAN’s 2010 theme of “From Vision to Action” as defined by Vietnam, we have really conducted many activities to implement specific plans towards the ASEAN Community in 2015 based on three major pillars: the political-security community, the economic community and the socio-cultural community,” Djauhari said.

Leaders of ASEAN member nations had a successful summit in Hanoi early this year and are looking towards other important meetings in July as well as later this year in Vietnam, he said, adding that those results have shown Vietnam’s good performance as ASEAN Chair.

He said Indonesia will follow Vietnam ’s efforts and successes as it assumes the position in 2011.

Regarding the regional structures, Djauhari said the formation of the ASEAN Community as well as the central role of the association must top the agenda of ASEAN leaders. The formation and implementation of regional cooperation structures, including the East Asia Summit, should be based on the existing mechanism with the participation of other countries like Russia and the US .

However, to improve its position, ASEAN should continue contributing more to addressing current global issues, he concluded.-Enditem

RoK to screen bachelors eyeing brides abroad

Seoul (VNA)- The Republic of Korea is reportedly set to screen bachelors looking for foreign brides, following an incident where a Vietnamese wife was stabbed to death by her Korean husband.

Moon Soo-Yong, a senior official from the Ministry of Justice, was quoted by foreign sources as saying, "Those with a history of mental illness or a violent crime record and those who have married and divorced foreign brides three times or more will face restrictions on applying for visas for their would-be brides".

The potential regulation also asks Koreans seeking foreign wives to take a class on human rights and foreign customs and culture.

A 20-year-old from Can Tho City was killed by her mentally-ill husband in the southern port city of Busan on July 8.

He had been treated 57 times for schizophrenia before getting married to the Vietnamese wife.

Vietnam, China enforce major border accords

Ha Giang (VNA) -- Vietnam and China have enforced a Protocol on Border Demarcation and Marker Planting, an Agreement on Border Management Regulations and an Agreement on Border Gates and Border Gate Management Regulations, which were signed on November 18, 2009.

A governmental-level ceremony to announce the enforcement of the three accords was held at the Thanh Thuy-Tian Bao border gate between the Vietnamese northern mountainous province of Ha Giang and the Chinese southern province of Yunnan on July 14.

The ceremony was co-chaired by Deputy Foreign Minister Ho Xuan Son, Head of the Vietnamese Government Delegation on Border and Territory Negotiations, and his Chinese counterpart Zhang Zhijun.

Representatives from relevant ministries, agencies, and border provinces of the two countries, the Vietnamese Consul General in Nanning and Kunming cities of China , the Chinese Ambassador to Vietnam , and a large number of residents along the shared border attended the event.

Both Son and Zhang applauded the significance of the enforcement of the accords, officially ending 36 years of negotiations on land boundary issues between the two nations.

The event marked another milestone in bilateral relations and created a foundation for the building of a common borderline of peace, friendship and long-term stability, thereby helping to elevate the Vietnam-China comprehensive strategic cooperative partnership to a new height, they said.

The deputy ministers proposed relevant ministries, agencies and localities of both countries to continue working together to effectively enforce the accords.

In an interview granted to the Vietnam News Agency (VNA) following the event, Son said the three freshly-enforced accords along with the Vietnam-China treaty on land borders signed in 1999 made up the most complete code of dossiers on the Vietnam-China land borderline.

These documents will replace the French-Qing conventions signed in 1887 and 1895, as well as the provisional agreement on addressing border affairs signed between the governments of Vietnam and China in 1991.

According to Son, who is also Head of the National Border Committee, there are many differences between the new documents and the previous ones.

In the new documents, border sections and markers between the two nations are demonstrated clearly, not only by words but also by sketches and maps, which help people find it easy to recognise the borderline. These documents also clearly set out specific activities undertaken by the concerned agencies in managing and protecting the borderline and markers.

The new Agreement on Border Management Regulations gives more detailed regulations on the management, protection, exploitation and use of water from border rivers and streams, and the cross-border travel of people, vehicles and commodities. It clearly states the coordination mechanism in maintaining and ensuring security and order in border areas.

The agreement is accompanied by 18 appendices which regulate the paper forms for exchange between the two sides when dealing with affairs in areas along the shared border.

The new Agreement on Border Management Regulations also outlines principles and specific measures to be taken in addressing issues related to the Vietnam-China land border, including issues such as measures to tackle illegal immigration, principles on the construction of projects in border water and border areas, and the repair and restoration of border markers.

One outcome of the Agreement on Border Management Regulations is the establishment of the Vietnam-China Joint Committee on Land Border to coordinate, speed up and supervise border management. Under the terms of the agreement, the common borderline is divided into eight sections and each country will assign eight national representatives to undertake the management of these sections.

The Vietnam-China land border measures 1,449.56 kilometres, of which 383.91 kilometres run along rivers and streams. The two sides have already built 1,971 markers, including a marker at the Vietnam-China-Laos border T-junction, 1,548 major markers and 422 auxiliary markers.

These markers and documents lay a firm legal foundation for the two nations to build a common borderline of peace, friendship, stability and long-term development.

Following the ceremony, the two sides held talks in Ha Giang province to discuss measures to implement the three accords. Accordingly, the two sides agreed to set up the Vietnam-China Joint Committee on Land Border, appoint national border representatives and establish a liaison mechanism to deploy the Agreement on Border Gates and Border Gate Management Regulations.-Enditem

Sales of Vietnamese goods increases in HCM City

HCM City (VNA) – Ho Chi Minh City ’s enterprises saw revenue from sales of made-in-Vietnam goods increase between 30-40 percent in the first six months of this year.

Vice Chairwoman of the city’s People’s Committee Nguyen Thi Hong reported the good signs at a conference in HCM City on July 14 to review a campaign to call on Vietnamese people to consume Vietnamese goods.

“Consumers had made active changes in their purchasing habits. The number of people choosing Vietnamese goods increased as they had made comparison in prices and quality of Vietnamese and foreign goods,” said the Vice Chairwoman.

VN eager for equal partnership with EU

Brussels (VNA) – A senior Vietnamese legislator has confirmed the nation’s wish to build an equal partnership and long-term and wide-ranging cooperation with the EU for peace and development in the region and the world.

Vice Chairwoman of the Vietnamese National Assembly Tong Thi Phong made the confirmation at her meeting in Brussels, Belgium, on July 13, with Stavros Lambrinidis, Vice President of the European Parliament (EP), which formed part of her working visit to the EP.

She said the purpose of her visit is to reinforce the friendship and positive cooperation between the Vietnamese NA and the EP at a time when Vietnam and the EU are celebrating the 20 th anniversary of their diplomatic ties and the Vietnam-EU relations are revealing opportunities for profound changes.

She briefed her host about the situation in Vietnam as well as changes the Vietnamese NA has implemented to make its operation more democratic and efficient and to fully meet the people’s wish and aspirations.

At the event, Phong spoke highly of the EU’s assistance and its ODA commitment of 144 million EUR for Vietnam in the 2011-2013 period.

Emphasising great fruits of the Vietnam-EU cooperation in the past two decades, the Vietnamese legislator also stressed the significance of the Partnership and Cooperation Agreement (PCA) in the relationship.

She expressed hope that both sides can complete negotiations and initial the PCA during Prime Minister Nguyen Tan Dung’s official visit to the EU in October this year, underlining that the document will lay a foundation for both sides’ multi-faceted, stable and long-term cooperation, suit their dynamic growth and allow them to deal with global challenges more efficiently.

However, Phong raised the fact that the EP has in recent years shown biased attitudes on the situation in Vietnam and also adopted a number of solutions disregarding the gains recorded by the Vietnamese people in the field of human rights.

She said this was due to the EP’s reliance on those overseas Vietnamese, who had no wish to reconcile with the homeland, as a source of news.

“The EP parliamentarians lack formal and reliable information provided by the Vietnamese State ,” Phong said, admitting the Vietnamese NA’s shortcomings in sharing information with the EP.

Phong said she hoped both the Vietnamese NA and the EP will continue to engage in dialogue and at the same time increase contacts and exchange of visits by officials at all levels to enable information to be shared openly.

She affirmed that Vietnamese legislators will take the initiative in exchanging information with their EP colleagues to boost relations between the parliaments in a practical and efficient manner, and contribute more to promoting Vietnam- EU ties.

During the visit, Phong and her entourage held a working session with Norbert Neuser, who is in charge of the Committee for Assistance to Vietnam , and a group of parliamentarians involved with Southeast Asia and ASEAN, who pledged to step up efforts for PCA negotiations to be wrapped up soon.

Regarding the EU’s imposition of anti-dumping tariff against leather-capped shoes imported from Vietnam , Norbert Neuser noted this action ran against the EP’s support for free trade and caused negative impacts on Vietnam ’s workforce, especially woman labourers.

He said the recent global economic and financial crisis has not affected European businesses who wish to do business in Vietnam .

At these functions, Phong said she highly valued the EP’s growing role and power after the Lisbon Treaty came into force.

She expressed thanks to the EU for its lifting of the anti-dumping tariff levied on bikes imported from Vietnam and hoped it would soon clear its anti-dumping tariff on Vietnam ’s leather-capped shoes.

Phong also expressed hope that the EU would prioritise the settlement of outstanding issues with Vietnam and soon recognise the Southeast Asian country’s market economy.-Enditem

Vietnam publishes human rights magazine

Hanoi (VNA) – Vietnam published the first issue of the Vietnam Human Rights Magazine on July 14, aiming to introduce and popularise the Party’s standpoints and guidelines and the State’s policies and laws on human rights.

In addition, the magazine covers the country’s human rights record and is a forum for discussion on human rights issues. It also helps inform people about the plots of hostile forces who use democracy and human rights issues to sabotage national construction and development. The magazine will raise a strong voice against their misleading arguments.

State President Nguyen Minh Triet sent his letter of congratulations to the magazine’s staff.

Speaking at a ceremony to welcome the magazine’s first issue, Pham Gia Khiem, Politburo, Deputy Prime Minister and Head of the Government Steering Committee on Human Rights, affirmed that the Party and State see human rights as a key to the country’s sustainable development.

During past years, under the leadership of the Party, the Vietnamese people have managed to protect the homeland and have gained great achievements in the country’s renovation process, said the Deputy PM, adding that these are basic foundations for Vietnam to better implement human rights.

However, Khiem said hostile forces have still used democracy, human rights, religion and ethnic issues to slander, distort and hinder the country’s development.

So, according to Khiem, in addition to better protect human rights, Vietnamese people must be determined to fight against hostile plots and arguments.

“The publication of the magazine is necessary as it is another main channel to disseminate the Party’s standpoints and guidelines as well as the State’s policies and laws on human rights,” Khiem said. -Enditem

Algerian weekly praises Vietnam’s economic policy

Algiers (VNA) – Algeria ’s international weekly “Young Africa” has hailed Vietnam ’s open-door and economic development policy, urging Algeria to follow in the steps of the southeast Asian country.

The article pointed out similarities in patriotism between Algeria and Vietnam , saying the latter won victories in the two struggles for national liberation and promoted the patriotism in developing its economy.

The country of President Ho Chi Minh has created a “socialist-oriented market economy”, bringing itself an annual average growth rate of 5 percent while it has no special advantage of natural resources and a population of 86 million is possibly a disadvantage, the paper said.

Over 20 years of implementing its open-door policy, the country reduced its poverty rate to 11 percent from 70 percent, according to the paper.

Unlike Algeria , the paper said, Vietnam has pursued an open-door policy. The country became a member of the World Trade Organisation (WTO) in 2007, which drove up its exports and helped it attract 11 billion USD in foreign investment every year, four times higher than Algeria .

Different from Algeria , Vietnam has not limited its activities at footwear production. The country has focused on development of coffee, rubber, electronics and tourism.

Vietnam , led by the Communist Party, maintained private firms even during the regional financial crisis in 1997, and its commitments were applauded by the World Bank and the International Monetary Fund, the paper added.
