Vietnam plans to set aside over 3.3 million billion VND ($183 billion), mainly from the state budget, in the 2011-2020 period for ensuring public health and employment, and facilitating poverty reduction with focus on children, the elderly, the poor, the disabled, the working migrants, and farmers having no cultivated land.

According to a social security plan drafted by the Ministry of Labour, Invalids and Social Affairs, all local people will have health insurance by 2014, and all inhabitants in rural and remote areas will have access to basic healthcare, and most of pregnant women receive periodic check-ups by 2020.

Vietnam will reduce the rate of poverty households to below 3% in rural areas, eliminate food shortages in urban areas, and lower the gap between the rich and the poor to below ten times by 2020.
